Were The Federalists Democratic? Essay The idea of democracy is both vague and is often over-simplified to mean â€Å"majority rules†. In theory, such a notion sounds both just and efficient. However, in practice, the concept of â€Å"majority rules† is much more complex and often difficult to implement. Modern-day versions of democracy, such as the one utilized in the United States, simply guarantees a person’s right to voice his or her opinion in all matters involving the public. American democracy merely provides a forum for the expression of such viewpoints; it does not guarantee the ability of any individual to bring about change. The Federalists, who were greatly responsible for the ratification of the beloved Constitution of the United States, recognized the impracticality of Jefferson’s town-hall democracy and simple â€Å"majority rules† and settled on a type of government which could merely guarantee an individual’s right to representation. In some regards, the Federalis ts were pragmatic democrats-supporters of democracy who recognized the shortcomings of the voting public while at the same time suggested certain instruments to protect John Q. Public. The Federalists were opposite of idealists; they were realists. And it is this realism that is directly responsible for the success of democracy within the United States. Papa in his article â€Å"The Allure of Civics Book Democracy†. While nearly all Americans recognize the benefits of a democratic nation, the Federalists maintain that often times, minority and majority â€Å"factions† of society act contrary to the good of the whole. Madison, a staunch Federalist, defines a faction in The Federalist Papers No. 10 as â€Å"a number of citizens, whether amounting to a majority or minority of the whole, who are united and actuated by some common impulse of passion, or of interest, adverse to the rights of other citizens, or to the permanent and aggregate interests of the community.† While Madison maintains that factions, by definition, are detrimental to the good of the whole, he does recognize their right to exist. What could be more democratic than allowing all groups to assemble, even those which violate public good? Never does Madison suggest restricting the rights of such groups; â€Å"Liberty is to faction, what air is to fire, an aliment without which it instantly expires. But it could be a less folly to abolish liberty, which is essential to political life, because it nourishes faction, than it would be to wish the annihilation of air, which is essential to animal life, because it imparts to fire its destructive agency† writes Madison. The pragmatic nature of Madison realizes the corrosive function of â€Å"factions† and he explains within his writings why such entities will not pose problems for America- a larger Republic. He argues that in Republics composed of larger populations, â€Å"factions† fail to play significant roles because of their decreased ability to exert influence on others. â€Å"The smaller the society†¦the fewer the distinct par ties and interests, the more frequently will a majority be found of the same party; and the smaller the number of individuals composing a majority, and the smaller the compass within which they are placed, the more easily will they concert and execute their plans of oppression,† suggests Madison. Although Madison and most Federalists recognize that factions simply exist because of human nature and therefore cannot be eradicated, they believe the system set-up within the United States will prevent â€Å"factions† from dominating the political process. The fact that Madison includes the line â€Å"whether amounting to a majority or minority of the whole† in his definition of factions is quite significant. Can the majority ever be wrong? Since most Americans believe that democracy should serve the interests of the majority (majority rules), how can a majority â€Å"faction† ever represent views inconsistent with the good of the whole? Critics of the Federalists Papers argue that Madison’s definition of factions is extremely anti-democratic in nature. Even though a faction’s viewpoints may be destructive to the institution of American government, the government’s main role is to represent the will of the people regardless of subsequent effects. However, certainly one can understand Madison’s concerns regarding â€Å"factions† as he does not desire to see the government which the Constitution created, a government which is based upon many of his ideas, suffer irreparable harm. Since the Federalists were not idealists and recognized the openness of representatives in government to corruption, the Federalists were strong supporters of a system of â€Å"checks and balances† to aid in minimizing this risk. â€Å"If men were angels, no government would be necessary. If angels were to govern men, neither external nor internal controuls on government would be necessary,† writes Madison over the necessity of monitoring and regulating government agents. A system of â€Å"checks and balances† prevents any one group in government from usurping power from another. The primary purpose of this elaborate system is to safeguard the American public from the ill-intended actions of power-hungry representatives. â€Å"The people can never willfully betray their own interests: But they may possible be betrayed by the representatives of the people; and the danger will be evidently greater where the whole legislative trust is lodged in the hands of one body of men , than where the concurrence of separate and dissimilar bodies is required in every public act,† is a logical statement Madison makes within the Federalist Papers. Representatives are elected first to serve the interests of their constituents, but secondly to safeguard the well being of the nation as a whole. Most often when a representative or representative body attempts to obtain an unequal share of power, they are acting in direct violation of the general public good. By involving several distinct governing bodies in the decision-making process, evil ambitions are easier to squelch. Critics of the Federalist Papers draw upon the veto power of the President of the United States, the supposed representative of the entire nation, to prove errors in the Federalist system of â€Å"checks and balances†. In order to override a presidential veto, a two-thirds vote in congress is required. In essence, the president becomes more powerful than all the nation’s represent atives as a two-thirds vote is extremely difficult to obtain. If the goal of the â€Å"checks and balance† system is to prevent the concentration of power in the hands of a few, the presidential veto hardly accomplishes this goal. Although the president cannot create new law, his ability to prevent new law resembles the power held by a dictator. How democratic can one man’s vote be?The Federalists believed in a form of government that is not consistent with the textbook definition of â€Å"majority rules†. They believed in a modified version of democracy- a pragmatic type of democracy. Many times he got ‘best   employer award’ to performance excellence. His area of expertise in recruitment and selection process, and performance appraisal has been widely acknowledged. The Information Technology division of Alfa Chemicals industry once faced acute shortage of manpower. Mr. Raj, Manager IT division put forward an immediate requirement of 10 employees in the IT division, to HR department, starting from junior level to senior level. As and when Mr. Sreenivas got the letter from Mr. Raj, in his department, he started processing of it. To get it done, he approached many sources. He had gone through the data bank of company and considered 100 resumes for recruitment from it. He also informed the employees and employers of the organization, in their respective departmental notice board, showing the immediate requirement of 10 employees to facilitate the internal recruitment procedures. From the employees and employers of Alfa Chemicals he got around 150 applications with resumes. In addition to that in order to give an opportunity to candidates’ external to the organization he floated an advertisement in several daily news papers viz., Times of India, Sakal, and Indian Express. From external sources he got around 350 applications. Almost 600 candidates, including internal and external applicants, applied for 10 vacant posts. To ensure the reliability and dependability of the process, Sreenivas made his personal scrutiny at all levels, in the recruitment and selection process. Since the entire department function as a team in HR, all the members trust each other and extended their valuable contribution in the recruitment and selection. The department conducted a preliminary interview in order to made first  screening process and filter the number of applicants. After the first screening process the HR department reduced the number of applicant list from 600 to 500 applicants. He conducted a written test and group discussion and there by further reduces the number of applicants to 300. These 300 candidates then exposed to one hour psychometric test and out of which 50 candidates selected for the final interview. From the final interview, 10 candidates finally selected. The entire process of recruitment and selection took almost 3 months. The selected candidates list then forwarded to the top management for the final approval. HR department informed the candidates that the appointment letters will be sent to those who are selected for the post. Sreenivas approached several time to the top management about to get final approval of list of candidates for the IT department. Sreenivas informed the IT department also that the delay in the final list announcement as the top   management take some more time. He waited almost 4 weeks. But, no reply at all. Mr. Raj, the IT manager every day enquired about the latest information about the final list of the candidates and tentative date of induction. Sreenivas faced the difficulty to make any comment on the subject as there was no information from the top management. HR department had to answer many phone calls from out side and inside the organization, as recruitment involved candidates from inside and outside. The employers and employees of the industry, whose relatives got into the final selection process, became regular visitors of the HR department, asking for the finalist. Sreenivas called a meeting of HR team members and once again made a close verification of the entire process. But he couldn’t find any fault in any of the recruitment and selection process. As the time went on he became more suspicious about the delay in the announcement of the result. When the problem becomes so crucial Sreenivas got direction from the top management to meet Mr. Kartik, General Manager, one of the top officials in the organization. Mr.Kartik asked the entire process of recruitment and selection that made on IT professionals. Sreenivas furnished the entire details of the process in a precise report. Mr. Kartik read the entire  report and soon after made a direct comment that the recruitment and selection process that for IT professionals need to be cancelled as he observed some discrepancies in the process made by his department. He further directed Sreenivas that the vacancies have to be filled through contract basis and no permanent vacancies to be made in these positions, for one year. Further he informed Sreenivas that another recruitment process to be done from external candidates applied and no internal application to be entertained. Sreenivas couldn’t agree with the Mr. Kiran comment on his department’s inefficiency in the recruitment and selection process. For a while he thought about quitting the organization, as he faced a baseless allegation from the top management. Till date there is no black mark in his functional dissemination. On many occasion he helped the industry to find out best possible solutions in order to tackle the many manpower crisis. Sreenivas became so depressed and felt quiet unhappy about the decision taken by the management. Mr. Sreenivas called an urgent meeting of his subordinates and communicated the management decision and directives. He shared with the team members that the management had greater dissatisfaction on the recruitment and selection process done by the department. As there were clear norms and regulations related to each step and there was no dual command, they found no possibility of creeping errors in the selection process. In the meeting he informed his subordinates that the management freezes the appointment process for IT professionals and asked for external recruitment on contract basis. It was shocking news to members. They asked several questions to get a proper clarification from Sreenivas. As Mr. Sreenivas himself unaware of the reasons behind management decision, he informed his subordinate his inability to give a proper reply in this regard. Sreenivas also informed this matter to Mr. Raj. During the evening hours, in the same day, Sreenivas got a call from Mr. George, one of his senior-level Managers, with whom he had friendly and informal relationship. Mr. George asked Srinivas to come to his cabin. As per the call Mr.  Sreenivas met George in his cabin. George enquired about his family and many unofficial matters in the informal interaction. Half an hour later, Mr. George enquired about the recruitment and selection process of IT professionals. He shared with George all those things happened with top management. Leaving aside the informal interaction, George initiated formal discussion with Sreenivas. He told Sreenivas that the selected list of IT professionals consisted two names, Mr. Avdesh and Mr. Praveen, they are the relatives of two trade union leaders of the organization. The management felt that being the relatives of two trade union leaders, in the long run, they could be a threat to organization. It may create an image that the trade unions still have a control over the decision making process in organization. Further, the hold of trade union may expand if this selection process materializes. Mr. Geroge informed Sreenivas that management didn’t have any doubt about the dependability and exactness of the recruitment processes that HR departmentr did. The United State’s Department of Homeland Security and the Department of Defense, for example, have been working extra hard to detect and thwart such mishaps now and in the future. In order to realize this, most aspects of national security have been reviewed by various governments around the world (Wisler and Onwudiwe, 2009). One of these aspects is intelligence improvement and use for both internal and international security. Of most importance is internal security, given the fact that crimes such as international terror are planned and carried out by deterrents that are already living among us. Because the police have the mandate to provide internal security, they require effective intelligence to enable them to collect and act on any information related to looming attacks and dangers. Apart from intelligence led policing, there are numerous other types of policing. However, the main ones are: knowledge-based policing, problem based policing and community policing. For any crime type to be bunged, the intelligence used by police ought to be based on all possibly available information and data, collected and thoroughly evaluated. Intelligence has been defined in multiple ways. For the sake of this discussion, we will settle on a single definition: it is collecting data and information precisely touching on crime, analyzing and drawing conclusions on it. Therefore, intelligence is not any kind of information but that which has been studied and quality conclusions made on it. Intelligence can then be used to inform any concerned decision maker of the several available choices. The Kent police in the UK used this kind of policing on car stealing, home breaks and certain types of crimes which were then considered high priority. The world’s governments later decided to use this method alongside others to curb international crime especially terrorism and to react effectively to simpler crimes at the domestic front (Wisler and Onwudiwe, 2009). The problem based policing is broad in its coverage bearing its stand on the notion that other types of policing are not committed to solving the basic criminal acts. While it concentrates on crimes that need the attention of the police and that it handles other issues other than implementing crime prevention programs, is not able to cover all sorts of crimes. On the other hand Public policing usually focus on a single type of crime for example street gangs only. It is normally used when certain crimes occur and their area of operation is the streets. Conflict and Communication Styles Within Families There are many areas to be explored underneath the Communications Studies umbrella making it quite difficult to narrow down a specific subject to write about. After performing some research I chose to discuss conflict and communication styles within families. Conflict seems to be an inevitable event in all-interpersonal relationships and the way one manages such conflict can determine how the rest of the relationship may be influenced. According to Wilmot and Hocker (2005). Conflict is usually a struggle between at least two parties who have indifferences in goals.Families tend to deal with this issue differently based upon communication patterns, perceptions and environment. As aforementioned the way conflict and communication is dealt with can differ within families based upon their communication styles or patterns. I thought it would be interesting to further study why this happens. Many families face difficult struggles, which can often be quite volatile and troubling. How family members deal with these struggles not only affects personal development but it can also affect younger children, what they learn from family conflict and how they can be impacted by exposure to such conflict.The first article I chose is Family Communication Patterns and Conflict Styles in Chinese Parent-Child Relationships written by Qin Zhang. The purpose of the study that was conducted was to investigate Chinese family communication patterns and the effects on children’s conflict styles and perceptions of parent-child relationships satisfaction (Zhang, 2007). The study found that Chinese family communication patterns are more conversation-oriented than conformity-oriented, and the collaborating and accommodating styles are the children's most preferred and the competing style the least preferred.A conformity-oriented family values the harmony and interdependence of family members, conflict avoidance and children’s ob edience to parents (Fitzpatrick, 2004; Koerner & Cvancara, 2002; Ritchie 1991). A conversation-oriented family values the individuality and independence of family members and spontaneous and unconstrained interactions (Koerner & Cvancara, 2002; Koerner & Fitzpatrick, 1997; Ritchie, 1991). The second article I chose was Family Communication Patterns and the Conflict styles Young Adults Use with Their Fathers by Rebecca Dumlao and Renee A.Botta. This study examines the link between family communication patterns between fathers and young adults to conflict styles and management. The levels of conformity and conversation encouraged by the young adults’ fathers also encouraged styles of managing conflict (Dumlao & Botta, 2000). Collaborating and accommodating were found to be the most consistent styles of conflict predicted by father type. Collaborating requires significant commitments of time and communicative effort to find a solution that mutually beneficial.A father who promot es substantial communication is more likely to raise children who us this skilled style (Dumlao & Botta, 2000). Accommodating is when on person gives in to another’s wants which often correlates with a family that encourages conformity. Young adults with fathers who encouraged conformity were often more accommodating during conflict. Comparison and Criticism: Both articles vary drastically but still offer good insight in regards to families and how factors such as cultural background or parent-child relationships can have a great effect on how conflict is resolved.In the first article, I found it interesting how culture can be a major influence on how conflict is handled and perceived. According to Hall (1976) â€Å"Chinese culture is high context, collectivistic and has large power distance†. Before reading the article I assumed, since the Chinese tend to be a more reserved and high context people that they would be more likely to avoid conflict. Traditional Chinese c ulture places great emphasis on harmony, face, relationship, and filial piety, which gives rise to the preference of conformity orientation (Ho, 1986; Hsu, 2002; Wu, 1996).That being said, it was very interesting to see that my assumptions were wrong. I was somewhat surprised to see that study findings show how Chinese parents have moved from conformity orientation to conversation orientation. Zhang (2007) states â€Å"The shift of family communication patterns might actually reflect the gradual transformation of Chinese culture from a highly hierarchical society to one that endorses equality and freedom†. Although the second article does not have to do with cultures it still touches on families and the way conflict is handled and resolved.What intrigued me about this article is that it takes about conflict with young adults and specifically their fathers. I’ve always been close with my father so I was interested to find out how different parenting skills can affect yo ung adults in how they deal with conflict now and in the future. There were various hypotheses during this study but one that stood out to me was that â€Å"young adults with protective fathers will use higher levels of both accommodating and avoiding styles with their fathers than those whose fathers are not protective† (Dumlao and Butta, 2000).I found this interesting mainly because I felt like I could relate to that assumption and it was fascinating to see the hypothesis to be proven true. In the findings it states that there are limited options for an individual who may come from this type of family those being to give in or don’t get involved at all. This spoke volumes to me because this is how tended to act/react in my relationship with my father, who was in fact, very protective. Once again, the articles are different but at the same time very similar. Both deal with conflict, families, and relationships between a parent and child.I don’t think us, as a s ociety, realize how cultural backgrounds, parent-child relationships, and environment can affect us at such an early age in how we deal with and resolve conflict with one another. I’m not too sure how I could apply this to my daily life or future endeavors since my conflict style has slowly been embedded in me since I was a child. The terms vassus and lord meant different things to different groups of peoples in different areas and during different times. Thus it is hard define precisely what feudalism is. Scholars however have two differing descriptions about how to view feudalism. In one view, that of Marc Bloch, viewed feudalism as the complete society, political, military, social, and economic. He saw all of these issues centering around lordship. Karl Marx also took this perspective with one major difference; he centered on peasants. Marxisms main emphasis is that of the plight of the worker thus in his view of feudalism only the peasants contributed to society. In another major view, feudalism is largely a political term. The political power in feudalism, these individuals claim, was treated as an individual possession and held by those who owned the land. Thus the government was ruled by the lords and royal officials who ruled over their land. Under the lords were their bodyguards or knights. Below these knights were the retainers or vassals. Just as there is confusion over the precise definition of feudalism, there is confusion over its origins. Citizens are being forced to keep quiet about how they feel. The use of terror tactics and mass surveillance takes things too far when it comes to keeping people under control. People are frightened into living in ways that the majority of them want nothing to do with.
